Tomcat and UTF-8

Hi, many thanks for your great work. It has already saved me a lot of time.
I have noticed that in the JRuby stack, Tomcat comes with connectors already setup for port 8080 and 8009. Unfortunately they are missing the optional setting URIEncoding=“UTF-8” which is necessary when you are dealing with all the languages of the European Union
